Occupational Health and Safety - Management System
Mission
Safety* is a prerequisite for continuing to operate as a manufacturer and an essential foundation supporting Resonac's value creation. As a company with highly advanced and complex chemical technologies and manufacturing processes, Resonac is working to foster a safety culture centered not only on facilities and rules, but also on building an organization in which people engage in dialogue and make decisions with safety as the top priority. As one unified Group, we will create an environment in which everyone who works with us can work with peace of mind and promote our global pursuit of zero accidents and disasters.
*Safety includes security and disaster prevention.
Policies
Our company has established the " Safety, Health and Environment Management Vision Statement" based on the fundamental principle that "Safety and compliance take priority over everything." Protecting the safety and health of everyone who works with us, including employees, partner companies, and contractors, is one of our top management priorities. We also promote safety and disaster prevention management at standards exceeding legal requirements to prevent serious accidents that could affect areas outside our sites, including fires and leaks of hazardous substances. To demonstrate this policy through concrete actions, we have established the "Standards for Managers’ Safety Management Actions," the "Safety Code of Conduct for Employees," and the "Ten Safety Action Rules." These clearly define what managers and employees should and should not do. The codes of conduct and the Ten Safety Action Rules are disseminated globally through e-learning. By ensuring that each employee takes responsibility appropriate to their position and practices safe behavior, we are advancing initiatives toward zero accidents and disasters. We establish rules concerning environmental, safety, and health laws and regulations so that operations can be conducted at standards equivalent to or higher than legal requirements. Each business site prepares operational guidelines and procedures based on Resonac regulations and its specific work risks, thereby creating an environment in which work can be performed to high safety standards. These guidelines are reviewed periodically in light of occupational accident trends across the company, amendments to laws and regulations, and internal audit results. We have also established systems and procedures for responding to emergencies such as fires, explosions, chemical leaks, and natural disasters. Each site defines emergency communication systems, initial-response procedures, and measures to prevent further damage, and verifies their effectiveness through regular emergency drills.

Promotion system
The President and CEO is the highest authority responsible for occupational health and safety management at Resonac. Environmental safety officers are assigned to each Business Unit and business site to lead safety management, with support provided by the Head Office staff department. Rather than leaving safety solely to individual workplaces, we position it as an important management-level issue, and management itself communicates safety-related decisions and messages throughout the company. Safety information is shared with management, in principle, at biweekly safety meetings. In addition to reviewing accident and disaster status, measures to prevent incidents are considered based on issues identified at workplaces, and instructions are communicated throughout the company. At each business site, the site manager and environmental safety officer take the lead in occupational health and safety activities based on the environmental safety action plan. Labor-management consultations on occupational health and safety are conducted at labor-management meetings attended by the President or other company representatives and labor union representatives. Each business site also establishes a health and safety committee or similar body in accordance with the Industrial Safety and Health Act. Company and labor union members discuss safety and health and carry out related activities together to promote safety and health through unified labor-management efforts.
Operation of the Resonac Environmental Safety Management System
Each Resonac business site and affiliated company has established a proprietary environmental and safety management system to centrally manage risks related to occupational health and safety and process safety and disaster prevention. This system is based on ISO 14001 (environmental management), ISO 45001 (occupational health and safety management), and PSM (Process Safety Management), and is intended to drive continuous improvement of the management system. This helps prevent occupational accidents and serious incidents and reduces management risks.
To verify the effectiveness of the occupational health and safety management system, internal or external health and safety audits, including ISO 45001 audits, are conducted at least once every three years. Audit results are reported in management reviews and used for corrective action and continuous improvement.
Strategy for Realizing the Long-Term Vision
Desired State and Status in 2030
- *1SCP = Safety Communication Program, an interactive awareness-raising activity in which managers and supervisors conduct workplace patrols, commend good behavior, point out unsafe behavior, and work together to solve problems.
- *2Grand Master is a position for experts in areas such as environment, safety, and quality at manufacturing sites. Grand Masters serve as role models at their sites and are primarily responsible for fostering a safety-first culture, identifying and improving workplace issues, and developing the people who will lead the future.
KPI Targets and Results
Resonac positions sustainability at the core of its companywide strategy and has identified material issues. In the area of occupational health and safety, we have established the following KPIs to address each material issue and realize our long-term vision.
- *Serious occupational accidents are defined as death or cases eligible for disability certification (Disability Grades 1 to 7 under the Labor Standards Act).
Occupational health and safety education
To prevent disasters and accidents, and to prevent deterioration in safety and environmental management due to the retirement of experienced employees or personnel changes, it is important to raise safety awareness among managers, supervisors, and workers. In addition to common training provided by Corporate, each business site prepares and implements an annual safety education plan and verifies its effectiveness. The following are occupational safety training programs hosted by Head Office in Japan. Participants take what they have learned back to their workplaces and apply it to safety activities.

TOPICSTeam Leader and Supervisor Skill Development Activities
We hold Manufacturing Team Leader Seminars for team leaders at manufacturing sites. Participants learn 4R-KYT* and the mindset required of a team leader. In response to strong demand from business sites for enhanced training for supervisors, we also launched the Manufacturing Supervisor Seminar in April 2025. Participants learn about the duty of care for safety required of manufacturing-site supervisors, risk assessment, and Interactive Safety Patrols (SCP). Each seminar is held two to four times a year, with approximately 20 participants per session. Participants deepen their learning through interaction across business sites.
*Hazard prediction training conducted in four rounds: understanding the current situation, pursuing the essence, establishing countermeasures, and setting goals.

Scope of Occupational Health and Safety Management and Our Responsibility
Our occupational health and safety management covers not only our employees but also contractors working at our business sites. We assess occupational health and safety risks associated with their work, provide education and training, and verify compliance with safety rules. However, in fiscal 2025, one fatal work-related accident involving a contractor working at one of our sites occurred as a result of a fall. We take this extremely serious incident with the utmost gravity. Immediately after the accident, we worked with the relevant authorities to conduct a thorough investigation into its causes. To prevent recurrence, we provided retraining to the parties concerned and inspected and confirmed safety measures for the same and similar types of work at all business sites. Protecting the safety of everyone who works with us, including our employees and partner companies, is our highest priority. We will further strengthen safety management and thoroughly implement effective recurrence-prevention measures to ensure that such an accident never occurs again.
